From what I've gleaned from reading too much:
If it's punk kids, keep your eyes open.
If it's a random crackhead (do you have those in Frederick?)...
...it'll eventually be in a pawn shop, regardless of whether the shop owner intentionally deals in stolen bikes, so drop off 'wanted' flyers at any local joints that might end up with it.
...it'll be sold for $50 to a cook at a restaurant. Cruise alleys in Frederick, where they park when they work.
If it's a "pro", it's on a truck out of town. Keep an eye on the Washington DC, Baltimore, Philadelphia, Richmond, and maybe even Pittsburgh Craigslists for a long time, and set up eBay daily-email-searches for any parts off of it, because it could be parted out.
I'll swing by Eastern Market this afternoon or tomorrow. I've heard of a "bike man" there, never seen his wares, but somehow I don't expect someone selling all kinds of bikes in Eastern Market to be completely in the green. Then again, he's fairly well known, so if he trafficks in stolen bicycles, I'm sure something would have happened to him already.
Of course, aren't you some kind of ex-shop-monkey? Maybe you know all this already.
